Born January 4, 1976, in Mudaka, Kabare Territory of South Kivu in the Democratic Republic of Congo, Justin Bisimwa Mudekereza is the 24th child in his late father Chief Victor Bisimwa Mudahindwa’s family of 44 children. In 2006, following a traumatic election period during which he was tortured for his community work, he fled the country seeking refuge abroad

A survivor of violence, Prof. Mudekereza channeled his experiences into lifelong service. He channeled his inheritance into charity—selling lands and livestock to aid orphans, widows, and war victims in South Kivu, deepening his social justice roots  His early activism includes co-founding the Conseil des Organisations de Femmes Agissant en Synergie (COFAS), a women’s rights movement in DR Congo

🌍 Professional Journey & Leadership

  • Aspire for African Development & Consulting (ADEC Ltd) – Since 2010, Prof. Mudekereza has led this Kampala-based firm, empowering development bodies, entrepreneurs, and public institutions across Central and East Africa

  • Educator – He taught at Namasuba College of Commerce (Uganda), PIDAM University (Somalia), and San Diego State University (USA) from approximately 2013 to 2017 
  • Nonprofit Leadership – In the USA, he co-founded and now directs New Neighbor Relief in San Diego, supporting refugees and asylum seekers He is also President & CEO of Rescue Democracy International, which promotes democracy and civil rights

  • Political Endeavors – Following an earlier attempt at a National Assembly seat in 2006, he ran for President of DR Congo in 2023 representing the MDVC party, later forming the Patriotic Bloc for Peace & National Unity (B-PUN) to promote post-election stability

  • Understanding the Multifaceted Management Problems of Refugee Resettlement in the United States of America: The Only War That the United States Is Unlikely to Win (2018) — a deep, data-driven exploration of systemic challenges in refugee integration, particularly in San Diego

  • Monograph on sustainable solutions for refugee resettlement (2018), published via IJSRP and based on his doctoral research at Atlantic International University

  • A Word of Warning to the World! (2018, 2nd ed. 2020) — a bold, politically charged critique calling for transitional governance in DR Congo

  • Shithole Countries: An Independent & Development-Based Analysis — a provocative critique of countries marginalized by international policymaking 

He has also written numerous journal articles, including studies on refugee resettlement barriers faced by Swahili speakers in San Diego
